The East Coast Soul Band was terrific—and the senior citizens in attendance quickly warmed up to it. The event was sponsored by the Waltham Council on Aging—one of many such events and programs this elder service organization routinely provides.
In Massachusetts, the councils on aging are authorized by state legislation, and operated by the cities and towns. Funding comes from federal, state and local governments, and occasional private donors.
